Hey Dinky.. Not entirely sure of that piece in the picture cuz I'm using a Keihin 38 quad vent carb which doesn't use it. My wifes XR100 uses something similar to dampen or keep the fuel in the bowl from splashing around.I did have the hard start backfire problem a while back after a bout with bad ethanol blend fuel and lowering the needle 1 notch. It seems to be solved after turning the pilot (air) screw in to richen the fuel flow.I started at 1-3/4 turns open and settled at 1 full turn out. The popping has stopped and it starts easier.
