kips governor lever

I am finishing up the top end on a 91 k5. Got the punch marks on the right and left exhaust valves lined up with the lines on the governor shaft, every thing looks good. New piston and cylinder went on with ease.

My question is about the governor lever. The clymer said set the lever so it is centered in the collar groove.
What position should the governor shaft be in? All the way in? All the way out? Or somewhere in the middle? Or it doesn't matter as long as the lever is centered in the collar groove?

it really depends on what you have. Also if you have the bolt mod too. I would look to make sure the LEVER-COMP,GOVERNOR is not bent, i find these bent on alot of motor and it makes the kips operate different. You what alittle preload the the kips shaft.

No bolt mod. Stock. Lever looks good. I'm not sure what you mean by preload? Preload pushing the kips shaft in towards the cylinder or holding it away?

When the motor is shut off does the shaft that the governor lever is bolted to (not the kips shaft, the one that comes out of the crank case) stay in the same place or does it close the exhaust valves? I'm not real sure how whole thing works or what moves the shaft bolted to the governor lever?

should be all the way in when off and idle and out when motor is reving.
