Yes, the shrouds are formed into the tank and hold fuel.  Back by the seat, the tank is roughly the same width as stock but it gets wider at the front.  It holds 3.5 gallons.  The whole point is to keep the weight down low.  I previously bought the Clarke 3.9 gallon tank but it was too tall and carried the weight too high.

I've added some photos to the gallery from the China Hat ISDE I rode last weekend.  The bike was perfect and I had a great time!!!

Not at all.  I originally bought the taller Clarke tank that uses the stock shrouds but it made the bike feel top heavy when the tank was full.  This one feels great all the time and gives me a lot of range.  The only problem with this tank is that no one makes graphics for it.   :cry:

Cool I may build mine as a  black hydraulic cluch..... :o The opposite of yours I suppose
