Forgive nob question

Sorry to bother you guys, so i got the topend off today and I was playing with the KIPS actuator arm pulling it in & out and I noticed that the valves inside the cylinder dont move very much at all, is this normal? also seems to be lots of carbon build up, is this a problem? should i clean it out? thanks for your patience :?

there,s no noob question ,not here ,
i,m not a kips expert but i know they must be able to move freely
open and closing must go easy and if carbon has build up ,
best to take it apart for cleaning and do an inspection for wear too.
but there are topics with howtoo,s around here too ,so take a search
