Cylinder tightening technique

How are u supposed to torque the bottom 4 nuts on the cylinder ? There is no room for a torque wrench, i had to use a wrench that i filed down just to get the nuts off. any ideas ?

I just tightened mine up with a spanner..
Probably not the best of ideas but as long you don't go too far it shouldn't do any damage.
There are torque spanner style things which are shown in my Clymer manual though.
