Two fork assembly ?s

Going to try and finish rebuilding my forks tomorrow. I just have two questions.

1. “Rod, fork, inner“ part #46102-1403.  There’s a hollow rod that goes inside the rod assembly and then on top of that on the very top of the fork just under the cap there’s a little 2 1/2 inch piece of rod with what looks like a “ flat head screwdriver slot“. I need to know the orientation of this part. Slot pointing up or down? I don’t remember and I can’t find a detailed enough drawing.

2. Is there a washer on the bottom of the fork spring? I don’t think I’ve seen one in any parts breakdown. I know there is a washer on the top that fits a little bit inside the spring but on the bottom I have nothing.  Mine was just resting against a lower tube assembly part. (The one you need a special tool to unscrew)
