1989-04 KX500 Power valve, again

Hello,
I've read all sorts of things I can do to the KIPs valves on here, but I'd just like to clarify.
Is it worth making an 'adjusting Stop' in the place of the Allen headed bolt. Quite easy to do.
I'm worried about putting anything loose in there.
If that is the case, please confirm that the fully closed position would be when the side valves are flat across the ports, and the flat faces are level with each other.

Don't know about eBay titanium KIPS bolt, but I made the one in the Youtube video for Sandblaster.
