KX100 brakes

Hey guys, just picked up a really clean 08 KX100 for my son. It's all stock and very low hours.  The brake pads seem to have a decent amount of meat on them and rotors appear to be in good shape.. Brake pressure and lever feel is pretty solid but both brakes have weak stopping power.  It seems to take an excessive amount of force to slow or stop the bike.  I bled both ends and all was well but no improvement. I'm not familiar with the pads and don't have an owner's manual. Maybe pads are beyond service limit even though they look OK to me ? We all know Kawis are not known for good brakes but this is unacceptable for a basically new bike. Any input?

The pads might be a little glazed, take them out and skuff them up on some concrete or other rough surface and give them a go. The same may need to be done to the rotor.
