clutch cover install? govenor arm?

i took the clutch cover off today to change the plates and i discorverd that the arm that comes up and out of the cover ( this is the govenor arm if im correct) was lying on the outside (furthes away from cylinder) of the pin with two disc that go into the cylinder (someting to do with the powervalves im sure) now to me it seems more logical that the arm should be in between the two discs? so that it can push back AND forth?

any answers or pictures of how this should be is greeatly appriciated!

That is correct.... The arm must be between the two plates.
The four stroke engine: That's one stroke for producing power and three for wearing the engine out.

migth this be why the bike never seems to ''kick in'' at higher revs?
