We have strict rules concerning forest riding here too. The boys usally get S/steel mesh {fine} and form it round the end of the pipe. hold it on with a hose clamp. Dosent stop much noise but stops sparks.

timbowe: That seems to work pretty good!!!  I first tried to make a long thin cone shaped screen to fit inside the pipe but was having trouble figuring out how to fasten it in place.  So I just hose clamped a little round piece over the end of the silencer.  It should be easy to take off and clean after each ride.

I have a PC spark arrestor. But definately keep on the FMF PC when I'm on private land. I just don't like teh idea of restriction. And yes, I have seen fires start by sparks. The carbon in the pipe gets hot, comes apart and blows out the rear red hot. I saw it come out of my cusins bike, hit the ground and catch some leaves on fire. Thankfully I saw it. We had a ban on outdoor fires here in NC a few years back due to a major drout. It was a close call.
