how do you get your sumo licensed?

I'm in Canada whereas. Oct of the sumo are in the USA. I approached my ministry about licensing my k5 for the road, said I am unable because it is a competition bike intended for off road use only. Wtf?

It was the same down here until recently. I licensed my second one quite a few years ago just by telling the licensing agency that "Yes, it has a headlight, tail light, signals and rear view mirrors." The Washington State revoked all of the issued ones and some factory bikes plates until they could be inspected for all the street legal gear.
Just finished my SuMo KX500 this year and had it inspected. Had to take the completed inspection paperwork to the licensing agency where they issued me a 'street' plate and new 'street' title.
Sorry you are not able too, at least at this point. Wonder what the process would be on one that is already done down here going up there? Interesting.

I'll keep at it until I get to an absolute road block
