Overall, it looks like a good deal. I know it has a few things wrong, but they appear to be pretty minor. I can't find anything in my area that is around that price unless it's a total beater.
You never know what you are going to get. I'd definitely recommend a top end. I just bought one that was super clean, I mean REALLY clean. It had a bunch of upgrades, looked like it had a brand new FMF Desert pipe and FMF silencer that had never even been used, good components, a Boyesen RAD valve, ran great, first kick starter, etc. etc. etc. It had some new plastics also, including the newer style rear fender mod. I overpaid at $3k, but was sick of looking at beaters for $1800-$2k that I'd need to put more money into anyway.
I had planned on doing the top end, but didn't really have time before a riding trip that I planned. The compression was 130, right in the middle of the range. Definitely not at the high end, but not at the low end either. It started first kick every time except when it was cold, and ran great. I figured, what's one more ride on a 15 year old bike?
Well, the piston skirt came apart and toasted the top end, galled up the cylinder a bit, and put a bunch of shrapnel in the bottom end. It was probably a stock piston, old and crusty. It will cost me $1500 or so to get all of that repaired, so now I'm much more into this bike than I would have wanted to be.
Moral of the story is that you never know what you are going to get. I'd replace the top end just to ensure that it doesn't cost you more money later.
But, it looks pretty good for the price.
