Do I need to take water pump apart in order to take off this whole cover ? Trying to see what the deal is with the kick starter

No, it's the other way around. You have to take the cover of the take the pump apart.
You could try keeping the coolant in, only don't know if it works.

only drain out the cooling water remove the cooling hoses and the little exhaustvalve- cover .. than you can remove the complete clutch cover without disassembeling the water pump or kickstartshaft ..
